Metropolitano de Lisboa, the Municipality of Loures and the Municipality of Odivelas signed a cooperation agreement for the development of a metropolitan light rail line connecting Lisbon with the two tows situated in the capital’s metropolitan area.

The ceremony was attended by the Portuguese Prime Minister, António Costa, the Minister of Environment and Climate Action, João Pedro Matos Fernandes and the Secretary of State for Mobility, Eduardo Pinheiro. The protocol was signed for the development of a new Collective Transport on Own Place (TCSP), using the Light Surface Subway (MLS) transport mode.

The EUR 250 million investment is provided through the Portuguese Recovery and Resilience Plan and is part of the Lisbon Metro expansion and modernisation programme.

The tender for design and construction as well as for the acquisition of the rolling stock is expected to be launched by the end of 2022. The project would be completed in the last quarter of 2025.

The new LRT will provide transport link to the Odivelas station, the northern terminus on the Yellow Line of the Lisbon Metro.

Following the agreement, the three authorities will start the study, planning and implementation of the project to expand the Yellow Line to the two municipalities.

Under the cooperation, Metropolitano de Lisboa will be responsible for carrying out the preliminary studies and assessing the feasibility and design of the new project, including its connections with the existing public transport system and towards the urban areas involved.

The Loures/Odivelas LRT will have a total length of 12.1 km and 18 stations. In the Municipality of Loures, the line will be 6.7 km-long with 10 stations and will cross the areas of Loures, Santo António dos Cavaleiros and Frielas. In the municipality of Odivelas, the 5.4 km line with 8 stations will serve the areas of Póvoa de Santo Adrião, Olival Basto, Odivelas, Ramada and Caneças.

This line will extend along a “C” corridor, which will connect the two terminals, Hospital Beatriz Ângelo and Infantado, both located in the Municipality of Loures, to the Odivelas station of the Lisbon Metro, situated in the Municipality of Odivelas, which will act as a fundamental interface for this new light rail line.

The metropolitan light rail line will serve a population of 174,000 inhabitants and will be an important step towards improving mobility in the Lisbon Metropolitan Area.

With this project, Metropolitano de Lisboa will improve the urban transport and will contribute to the transition towards sustainable mobility. The new line will also have a positive impact on the regeneration of urban areas, consolidating the existing poles of the urban system and increasing the offer of public transport to ensure greater territorial cohesion.

Metropolitano de Lisboa and the ” Recuperar Portugal ” Mission Structure signed the financing contracts for the development of metro projects from the country’s Recovery and Resilience Plan 2026.
EUR 554 million is the total value of the financing which will support the implementation of two metro projects in the Portuguese capital.

EUR 304 million will be provided for the “Lisbon Metro Network Expansion – Red Line to Alcântara” project and EUR 250 million will support the Odivelas – Loures light rail line. These investments and financing have a deadline for completion for December 2025.

Lisbon Red Line project covers the construction of a 4 km metro extension and four new stations connecting São Sebastião and Alcântara, with three stations at Amoreiras, Campo de Ourique and Infante Santo. The Alcântara stations will be provide transport connection with the future Sustainable Intermodal Line that will promote the connection to the municipality of Oeiras (LIOS Ocidental).

The light rail line will have a total length of 12.1 km served by 18 stations connecting Hospital Beatriz Ângelo to Infantado, with a transfer to the Yellow Line at Odivelas station. In July, the metro company and the municipalities of Odivelas and Loures signed an agreement to develop the new connection providing transport link to Lisbon centre. 6.7 km and 10 stations will be constructed in Loures and in Odivelas the line will be 5.4 km-long with 8 stations serving five areas. The authorities are planning to launch the construction and train tenders by the end of 2022 which will determine the completion of the project by the end of 2025.

Currently, the capital is carrying out the works for the connection of the Yellow and Green metro lines which will create a circular line. EUR 216 million is the total value of the contract including EUR 50 million for the rolling stock procurement. In May 2021, the consortium of Stadler and Siemens Mobility won a EUR 114.5 million for train and signalling system supply. Last year, the project has received EUR 83 million European funding from the Cohesion Fund and a EUR 127.2 million national support from the Environment Fund.
